PCS MOVES
August 2009

In June, Navy leadership authorized Navy Personnel Command to resume normal order writing for the fourth quarter of FY09 after a temporary hold was placed on some PCS moves to remain within budget this fiscal year.

Current funding levels support all PCS moves through the remainder of the fiscal year. Sailors scheduled to detach prior to 30 September should have received or will receive orders in the very near future.

Due to a combination of factors including high retention and low attrition and the consequent over execution of end strength in FY09 coupled with a new PCS Obligation Policy Change (POPC), Navy must delay writing orders for most a number of Sailors scheduled to detach after 1 October.

POPC obligates PCS funds when orders are released instead of when the Sailor detaches. Those orders, paid for with fiscal year 2010 funding, cannot be released until the new fiscal year starts on 1 October.

Approximately 20 percent of Sailors scheduled to detach after 1 October will receive orders soon, however, the remaining personnel (approximately 14,000 Sailors) slated to detach during the first quarter of FY10 will not receive orders until after 1 October.

We will maintain the same prioritization plans utilized during the initial PCS hold earlier this year and will continue to work closely with the Fleet to minimize disruption to Sailors and their families.

PCS moves after 1 October are being prioritized as follows:

. GSA/IAMM (rip-to-fill) moves
. Accession and separation moves
. Selected JPME/Graduate Education moves
. Organizational moves (homeport changes, BRAC funded moves, or
anytime the entire UIC moves)
. Selected readiness moves (vary by community)
. Personnel undergoing nuclear power training
. Newly winged aviators to Fleet/FRS units
