SUBMARINES (ITS) SERVICE RATING. ESTABLISHING THE ITS SERVICE RATING WILL
IMPROVE SUBMARINE INFORMATION SYSTEM EFFECTIVENESS, WHICH WILL IN TURN IMPROVE
SUPPORT OF SUBMARINE OPERATIONS. THIS NEW SERVICE RATING WILL APPLY TO ACTIVE
DUTY SAILORS ELIGIBLE FOR SUBMARINE SERVICE WHO REQUEST CONVERSION TO ITS.

2. CONVERSION TO ITS FROM ELIGIBLE SOURCE RATINGS WILL BEGIN 1 APRIL 2011.
THE PRIMARY SOURCE RATINGS FOR ITS CONVERSIONS WILL BE THOSE ASSIGNED TO

Post-9/11 GI Bill Transferability Requires Obligated Service

MILLINGTON, Tenn. – It’s early summer and the air conditioners are struggling to keep up with the demand and people’s thoughts start turning to … college?

For those Sailors with children approaching college age, about to start higher learning or with spouses with college aspirations, now is the time to ensure your Post-9/11 GI Bill transferability is properly set up.

Qualified active-duty and Reserve Sailors may elect to transfer benefits to a spouse or children, with some or all benefits allocated to those named.

“We still have a lot of Sailors whose transferability requests are being rejected because they don’t have the four years of obligated service remaining,” said Kathy Wardlaw, the Navy’s GI Bill program manager.

The Navy announced the transferability process in NAVADMIN 203/09. Basically, it states that transferability requires two additional years for Sailors eligible for retirement between 1 August 2010 and 31 July 2011, or three additional years for those with 20 years service between 1 August 2011 and 31 July 2012. Otherwise, Sailors generally must have served at least six years in the Armed Forces and agree to an additional four years. See the NAVADMIN for exceptions.

“Before submitting their transferability requests, their obligation requirement must be reflected in their Electronic Service Record," said Wardlaw, “or the request will be rejected until corrected.” Sailors can review their Electronic Service Record, or ESR, at https://nsips.nmci.navy.mil/. In addition to the ESR, the Defense Eligibility Enrollment System (DEERS) is used to validate a family member’s eligibility for transfer.

For enlisted, personnel that means having sufficient obligated service prior to their End of Active Obligated Service. For officers, it means they must have an Administrative Remarks entry (Page 13) in their ESR agreeing to serve four more years from the date their transferability request is submitted.

After obligating service, Sailors must elect the transferability option while still serving.

“Sailors can allocate any percentage of their benefit to their spouse and children and change it any time, but if they don’t elect the benefit while serving, they won’t be able to go back and do it,” said Wardlaw.

Family members must be in DEERS and eligible for benefits in DEERS before a Sailor can request transferability. This means those dual-military members whose children are reflecting under only one sponsor's record, must be reflected under both sponsors. For example, to establish a child as a family member under both military parents, the child should be enrolled in DEERS under one parent for benefits, and under the other parent as a child drawing benefits from another military sponsor.

ENLISTED AC to RC TRANSITION VIA CAREER TRANSITION OFFICE (CTO)

Career Transition Office
The Career Transition Office (CTO) was created in support of the Continuum of Service (CoS) initiative and will support seamless transitions across Active and Reserve Components (AC/RC) that will encourage a lifetime of Navy service. Sailors that desire direct affiliation (no break in service) with the RC will work with a Career Transition Assistant that will provide information and answer any questions they may have. The Career Transition Office will work with the Command Career Counselor (CCC) to ensure the member is in receipt of all necessary documents prior to affiliation.

Perform to Serve
The Perform to Serve (PTS) Web site is the first step in the Continuum of Service Process. PTS has been updated to include a Reserve option for any Sailor wishing to transition from the Active to the Reserve component. Sailors may compete and receive approval for both AC and RC quotas simultaneously. The Perform to Serve Web site is located at:

Transition Processing

Once a Sailor has received the PTS approval for immediate affiliation/ enlistment into the RC, the Sailor and CCC should contact the CTO immediately to begin transition processing. Contact with the CTO is non-binding and a Sailor may retain both AC and RC PTS quotas simultaneously. If a Sailor that has PTS approval to transition to the RC no longer desires affiliation, the Sailor or CCC must contact the CTO even if they have not begun the transition process.

Once contact with the CTO has been established, a Transition Assistant (TA) will be assigned to the member. The TA will be the Sailor and CCC's direct point of contact for questions regarding the affiliation process and provide information about reserve benefits, pay, and other RC related questions.

The Sailor will select the Navy Operational Support Center (NOSC) they intend to drill at by visiting the "NOSC Selection" tab of CMS-ID. The TA will not be able to process the transition without this action being completed. The NOSC may be changed during the transition process if the member's plans change. The Sailor or CCC is encouraged to contact the TA for assistance during the NOSC Selection process.

Once NOSC Selection is complete, a copy of the Reserve Affiliation Checklist will be provided to the CCC. This checklist certifies the member's eligibility to affiliate with the reserves and must be completed in its entirety and forwarded to the TA. Five days prior to separation, the checklist will be re-certified to ensure eligibility is maintained.

90 days prior to EAOS, the TA will begin processing the documentation required for affiliation. This will include CNAVRES 1326/4 (Enlisted Application and Orders to a Naval Reserve Unit), and NAVRES Incentive Agreement 1-2, (Written Agreement for the Navy Reserve Affiliation Bonus), if applicable. If the Sailor does not have Military Service Obligation (MSO) time remaining after EAOS, the Sailor will be required to execute enlistment in the RC via a NAVPERS 1070/601 (Immediate Reenlistment Contract). The service record holder will be directed to release the service/medical/dental records to the Sailor and the Sailor will hand carry them to the NOSC. The TA will provide the Sailor with the date of their first Drill Weekend and a point of contact for the Sailor's assigned Reserve Unit.

Benefits/Additional Information

Mobilization Deferment

Per NAVADMIN 007/07, Sailors that affiliate with the Navy Reserve within six months after release from active duty are afforded a two-year deferment from involuntary mobilization. The deferment date starts the day the Sailor joins the RC, regardless of previous active duty obligations or deployment schedule.

Re-Enlistment Bonuses

Current bonuses are up to $15,000 for some rates. Sailors must have less than 16 years total military service as calculated from their pay entry base date (PEBD) on the date of qualifying reenlistment date or extension effective date.

Bonus eligibility is based on a required NEC assigned to a valid Inactive Duty Training (IDT) selected reserve billet. Sailors with the bonus-eligible NEC may be assigned to a valid IDT selected reserve billet that is not located at the NOSC where they drill. The NEC must be either the primary or secondary NEC in a Sailor’s NEC inventory.

Reserve Pay

Selected Reserves (SELRES) members earn pay for four IDT periods, or drills, during a drill weekend every month. IDT drill pay can be found at the following website:

Reserve Retirement
Reserve members must earn at least 50 points each year for that year to qualify as a "retirement year." Points are earned for a variety of reasons:

Each Reservist earns 15 gratuitous points per anniversary year.

Remaining 35 points can be earned by SELRES drills (4 points per weekend), AT/ADT/ADSW and Funeral Honors Duty (1 point per day), or NKO Correspondence Courses (points vary), a day of active service (1 point);
Reserve members can obtain more than 50 points each year and they all accumulate along with Active time to earn a Reserve retirement.

A Reserve retirement is earned once a Sailor has completed 20 satisfactory “retirement years” between Active and Reserve service. Your Reserve retirement can be calculated by dividing your total amount of combined points by 360 and then multiplying by 2.5%. Normally, Reserve retirement pay starts at age 60 but is currently being reduced (in 90 day increments) by service on Active duty in support of Overseas Contingency Operations. For example, if you mobilize for a year, your retirement age will be adjusted to age 59.

ENLISTED DISTRIBUTION

From BUPERS 40 - Enlisted Distribution:

**BLUF: All Sailors must apply for orders via CMS/ID regardless of remaining OBLISERV**

SCENARIO:

Sailor (A) on sea duty, at PRD, and rolling to sea (to complete PST)

OR

Sailor (B) on shore duty, at PRD, with less than 24 months remaining on ID card OBLISERV, going to sea duty

Question: Will Sailor (A) or (B) receive orders to transfer?

Answer: YES, Sailor (A) and (B) will receive orders to transfer (needs of the Navy orders if not negotiated via CMS/ID)

ISSUE:

** Sailors are not applying for orders via CMS/ID with the belief that they will remain at their present duty station.

Result for the Sailor is:

- Keeping the Sailor at their present command is not an option

- In the needs of the Navy window and will receive orders to the highest priority billet (CMS/ID RED Zone)

- Requisition for their replacement generated 9 months prior to their PRD and posted to CMS/ID for applications

- Their relief negotiated and applied for orders via CMS/ID in a timely manner and is enroute

** It is essential that command leadership and career information teams fully understand the distribution policy and potential related issues.

Specifically:

- The OBLISERV policy of NAVADMIN 242/09 does not prevent a Sailor from receiving orders at their PRD

- BUPERS considers ALL Sailors within 9 months of their PRD for orders regardless of remaining OBLISERV or retainability

- All Sailors should review CMS/ID at the 12-month window with their Career Counselor

- Make applications commencing at the 9-month window and no later than the 7th month window

ACTUAL EXAMPLE:

EN3 coming off LIMDU from NAS AREA SOUTH.

Received immediate fill orders to USS SHIP in Mayport with school enroute to commence in less than 30 days.

Sailor refused to OBLISERV.

BUPERS contacted Sailor directly - Sailor advised by command that with less than 24 months OBLISERV remaining, BUPERS would not transfer him to sea duty.

Sailor also advised by command to submit a 1306/7 to extend his PRD to EAOS to complete remaining OBLISERV on shore duty.

BUPERS received 1306/7 from command and disapproved Sailor's request.

RESULT:

- Sailor lost orders to local USS SHIP in Mayport

- Sailor received orders to USS OTHER SHIP in Norfolk

- No sea duty billets available in local area Mayport

- Additional cost incurred to Navy = $7,800

Similar instances have occurred on multiple occasions with similar results.

Some of the actual costs involved are:

- $11,500 from Hawaii to PACNORWEST

- $12,225 from Mayport to Japan

- $8,550 from San Diego to Norfolk

The Bottom Line is the BLUF: All Sailors must apply for orders via CMS/ID regardless of remaining OBLISERV.

Please ensure your Sailors fully understand the issues they may face if they do not negotiate for orders in CMS/ID in a timely manner.

Sailors Aiming for Anchors Must Review their Record

MILLINGTON, Tenn.-More than 35,000 first class petty officers participated in the Navy-wide Chief Petty Officer Advancement Exam, Jan. 21, hoping for a shot at chief. With the exam complete, Sailors can be proactive in preparing their record for the selection board by reviewing their Official Military Personal File (OMPF).

"A Sailor's OMPF is the electronic repository for documents that have been received, reviewed, and accepted as an official documentation by Navy Personnel Command (NPC)," said B.J. Price, NPC Personnel Information Management Department, Records Support Division. The OMPF is used in selection board deliberations and as a historical legal record of a Sailor's time in the Navy."

There are two options for reviewing an OMPF. Sailors can log on to BUPERS Online (BOL) and order an OMPF CD-ROM or gain real-time access using the Web Enabled Record Review (WERR) link at www.npc.navy.mil . WERR is an online, common-access-card-enabled application that allows Sailors to view their OMPF.

"The WERR is a secure and efficient way for Sailor's to access their OMPF 24/7," said Price. "An OMPF CD-ROM captures one point in time and is soon outdated as additional information is accepted into the Sailor's OMPF. It's no longer the preferred method for review."

Navy performance evaluation continuity, awards, training and qualifications are the significant areas for Sailors to focus on when checking their OMPF for accuracy. BUPERSINST 1070.27B outlines all items that should or should not be submitted by officer and enlisted personnel.

For corrections of any documents in the OMPF, review the frequently asked questions section on BOL at www.npc.navy.mil/CareerInfo/RecordsManagement/AboutYourRecord/FAQ.htm. For additional assistance, contact NPC Customer Service Center at 1-866-U-ASK-NPC.

"The recurring issues with submissions, includes to be missing social security numbers or names on each document," said Price. "Each OMPF document is identified by a full name and full social. It's required to conclusively identify a particular document to a particular Sailor."

Recently submitted correction documents may not yet appear in a record. If a document was sent to NPC within the past 60 days, they may still be in processing, so do not resend. After 60 days, if the document still has not appeared in the OMPF, contact NPC (PERS-313) by e-mail to the organizational mail box at mill_ompf-chg@navy.mil prior to resubmitting the documents.

ANNOUNCES EXTENSION OF THE ENLISTED EARLY TRANSITION PROGRAM TO 30
SEPTEMBER 2011 AND PROVIDES UPDATED POLICY FOR THE PROGRAM.
SEPARATION UNDER THIS PROGRAM MAY BE NO GREATER THAN 12 MONTHS PRIOR TO
END OF ACTIVE OBLIGATED SERVICE (EAOS) AND ALL SEPARATIONS MUST BE
EFFECTED NO LATER THAN 15 SEPTEMBER 2011.

2. OUR SUCCESSFUL STAY NAVY MESSAGE CONTINUES TO YIELD EXCELLENT
REENLISTMENT RATES AND LOW ATTRITION. AT THE SAME TIME NAVY HAS
MAINTAINED OUTSTANDING RECRUITING SUCCESS. THESE CONDITIONS PUT US IN
A UNIQUE POSITION TO FURTHER EXPAND EARLY SEPARATION POLICIES FOR
SELECTED SAILORS AND SAILORS WHO HAVE RECEIVED A PERFORM TO SERVE
SEPARATION LETTER WHO WOULD OTHERWISE SEPARATE LATER IN THE FISCAL YEAR.
VOLUNTARY EARLY SEPARATION OF SELECTED SAILORS WILL ALLOW FURTHER
STABILIZATION AND ALIGNING OF THE FORCE AS NECESSARY.

3. QUALIFIED ENLISTED SAILORS MAY SUBMIT REQUESTS FOR EARLY SEPARATION
TO COMNAVPERSCOM (PERS-832) VIA THEIR COMMANDING OFFICER
(CO) FOR UP TO 12 MONTHS PRIOR TO THEIR EAOS OR EXTENDED EAOS. FOR
EXAMPLE, A QUALIFIED SERVICEMEMBER WITH AN EAOS OF 12 AUGUST 2011 MAY
REQUEST SEPARATION WITH AN EFFECTIVE DATE AS EARLY AS 12 AUGUST 2010.

4. COMMANDING OFFICERS STILL MAINTAIN FINAL DISAPPROVAL AUTHORITY
UNDER THIS PROGRAM AND NEED NOT FORWARD ANY REQUESTS TO COMNAVPERSCOM
THAT THEY CANNOT SUPPORT. COMNAVPERSCOM (PERS-832) HAS FINAL APPROVAL
AUTHORITY FOR REQUESTS WITH POSITIVE CO ENDORSEMENT.
APPROVAL RECOMMENDATIONS, ESPECIALLY FOR SAILORS WHO POSSESS A CRITICAL
NAVY ENLISTED CLASSIFICATION (NEC) CODE AS LISTED IN THE MOST RECENT

5. WHEN DETERMINING WHETHER TO FORWARD A MEMBER'S REQUEST TO
COMNAVPERSCOM, COMMANDING OFFICERS MUST CAREFULLY WEIGH RATING AND NEC
MANNING OF THEIR UNIT, REQUESTOR'S PRD, INBOUND RELIEFS, PROJECTED
OPERATIONAL AND FLEET RESPONSE PLAN SCHEDULE, ETC.
COMMANDS RECOMMENDING APPROVAL OF EARLY SEPARATION SHOULD NOT EXPECT A
RELIEF UNTIL THE SEPARATED SAILOR'S CURRENT PRD. CONTACT THE

F. SERVING IN A RATING AND/OR HOLDING AN NEC LISTED IN ANY EB, SRB,
OR SIMILAR SPECIAL AND INCENTIVE PAY PROGRAM IN EFFECT AT ANY TIME
WITHIN THE FISCAL YEAR OF THE REQUEST;
G. ASSIGNED TO A DEPARTMENT OF DEFENSE AREA TOUR AND HAVE NOT

AUTHORIZED TO REQUEST AN EARLY SEPARATION IF THEY:
A. MEET ALL OTHER ELIGIBILITY CRITERIA UNDER THIS NAVADMIN;
B. WILL HAVE LESS THAN 12 MONTHS OF THEIR OBLIGATED SERVICE
REMAINING, INCLUDING ANY EXTENSION TIME, AS OF THE DATE OF SEPARATION
(REQUESTS TO WAIVE AN INOPERATIVE EXTENSION MAY BE SUBMITTED FOR
CONSIDERATION); AND
C. ARE NOT CURRENTLY SERVING IN A BILLET REQUIRING THE NEC FOR

10. SUBMISSION GUIDELINES:
A. REQUESTS FOR EARLY SEPARATION FROM QUALIFIED SERVICEMEMBERS OF
91 DAYS TO 12 MONTHS FOR ANY REASON SHALL BE SUBMITTED VIA NAVPERS
1306/7 TO COMNAVPERSCOM (PERS-832) VIA THE SERVICEMEMBER'S CO.
REQUEST MUST INDICATE DESIRED SEPARATION DATE.
B. COMMANDS ARE ENCOURAGED TO USE BUPERS ACCESS FOR 1306/7
SUBMISSION.

11. EXTENSIONS. SERVICEMEMBERS WITH EXTENSION AGREEMENTS THAT BECOME
OPERATIVE BETWEEN THE DTG OF THIS MESSAGE AND 30 SEPTEMBER 2010
(INCLUSIVE) MAY REQUEST EARLY SEPARATION UNDER THIS PROGRAM IN
CONJUNCTION WITH A REQUEST TO CANCEL THE EXTENSION. COMMANDS

12. BENEFITS
A. MONTGOMERY GI BILL (MGIB) (CHAPTER 30). SERVICEMEMBERS
ENROLLED IN THE MGIB PROGRAM, WHO ARE HONORABLY DISCHARGED AND RELEASED
FROM ACTIVE DUTY UNDER THIS PROGRAM, MAY BE ENTITLED TO 1 MONTH OF MGIB
BENEFITS FOR EACH FULL MONTH SERVED ON ACTIVE DUTY, UP TO A MAXIMUM OF
36 MONTHS. THOSE DISCHARGED UNDER THIS PROGRAM WHO HAVE SERVED 20
MONTHS OF A 2-YEAR TERM OF SERVICE, OR 30 MONTHS OF A 3-YEAR OR GREATER
TERM OF SERVICE, MAY RECEIVE A FULL 36 MONTHS OF MGIB BENEFITS. THIS
PROGRAM DOES NOT AUTHORIZE SERVICEMEMBERS TO ENROLL IN MGIB IF THEY
PREVIOUSLY DECLINED MGIB OR WERE NOT ELIGIBLE FOR ENROLLMENT.
B. POST-9/11 VETERANS EDUCATION ASSISTANCE ACT OF 2008 (CHAPTER
33). SERVICEMEMBERS WITH A MINIMUM OF 90 AGGREGATE DAYS OR MORE ACTIVE
DUTY, BEGINNING ON OR AFTER 11 SEPTEMBER 2001, MAY BE ELIGIBLE TO
RECEIVE BENEFITS FOR APPROVED EDUCATION PURSUED ON OR AFTER 1 AUGUST
2009. FULL BENEFITS MAY BE AVAILABLE AFTER 36 AGGREGATE MONTHS OF
QUALIFYING ACTIVE DUTY SERVICE AND ARE PRO-RATED FOR THOSE HONORABLY
DISCHARGED PRIOR TO COMPLETING 36 MONTHS OF AGGREGATE ACTIVE DUTY.
ADDITIONALLY, MEMBERS WHO HAVE AN OBLIGATION AS A RESULT OF
TRANSFERRING THEIR POST 9/11 GI BILL ENTITLEMENT TO A FAMILY MEMBER
MUST FULFILL THAT OBLIGATION. IF THEY CHOOSE TO SEPARATE EARLY UNDER
THIS PROGRAM AND HAVE NOT COMPLETED THE REQUIRED OBLIGATION, VA WILL
NOT PAY BENEFITS TO THE TRANSFEREE AND WILL RECOUP ANY BENEFITS PAID TO

C. VETERANS BENEFITS. THOSE SERVING ON ACTIVE DUTY FOR MORE THAN

FOR ALL VETERANS AFFAIRS (VA) BENEFITS, WITH THE EXCEPTION OF VA HOME

UNEARNED PORTION OF THE BONUS OR SPECIAL PAY IN ACCORDANCE WITH DODFMR
VOLUME 7A, CHAPTER 2, AS APPROPRIATE.
